Emmanuel Guerrero

Emmanuel Guerrero, a Pasadena native, holds a dual Bachelor's degree in business administration and finance and marketing from the University of Houston Bauer Business School. He is a first-generation college student and balanced two jobs while completing his degree in just three years. Emmanuel grew up in a blue-collar family, raised by a single mother, and understands firsthand the challenges many community members face.
At 26, Emmanuel made history as the youngest person elected as City Councilman for District C in Pasadena. In office, he has spearheaded initiatives resulting in over $23 million for waterline, sewer, and water well improvements, as well as additional reconstruction projects. Emmanuel has also created scholarship opportunities for the lowest-income school in the city.
Emmanuel's remarkable achievements have garnered wide national and local recognition, including the 2024 Centennial Under 40 Impact Award from the National League of Cities, selection for the Emerging Leaders Institute by the Hispanic Chamber of Commerce, designation as a Social Justice Fellow by The Memorial Foundation, and selection as a 2024 Latinos For Education Fellow. Additionally, he was named an Emerging Latino Leader by the American Jewish Committee Houston and selected as one of the Houston Business Journal's 40 Under 40 honorees.
