Jerry is a second-generation Mexican American who was born and raised near downtown Houston. With a strong devotion to his community and a deep sense of family, Jerry has always been driven to make a positive impact on society. After facing challenges early in life, he embarked on a quest to address the injustices he observed. It became clear to Jerry that if he wanted to see real change, he needed to take action himself.

At the age of 21, Jerry enrolled in the police academy, marking the beginning of a nearly two-decade-long career in law enforcement. For the past 17 years, Jerry has served as a sergeant at Precinct 5, where he has gained invaluable experience and overseen various divisions. Committed to continuous growth and learning, Jerry holds a Bachelor's and a Master's degree in Criminal Justice and has served as a Criminal Justice college professor for nine years.

Jerry's vision for Precinct 5 revolves around fostering strong community-police relationships and creating safer neighborhoods through community-oriented policing. He aims to allocate additional resources to the patrol division to ensure comprehensive coverage across Precinct 5. As a leader, Jerry will prioritize transparency, adaptability, and accountability, upholding the highest standards for the constable agency.
