Avery also played a key role in drafting legislation for the Berkeley City Council to improve democratic access to policy-making.

As a Labor Commissioner for the City of Berkeley, Avery has been instrumental in monitoring the implementation of pro-worker policies and supporting workers facing unfair labor practices.
