Charlene is a professional in Environmental Engineering and Public Policy, leveraging her education from Columbia and Harvard's Kennedy School of Government. She is dedicated to advocating for marginalized groups, evident through her leadership as student body president where she launched programs to support low-income students and university service workers.

As a Biden-Harris appointee at the Department of Transportation, Charlene led a successful multimillion-dollar initiative to improve community connectivity in historically segregated areas. Her work resulted in the implementation of social housing projects and workforce development programs benefiting underrepresented communities. Currently at the EPA, she focuses on environmental justice and civil rights.

In addition to her federal roles, Charlene serves as a Commissioner for Consumer Affairs in Alameda County and supports the Family Violence Law Center in Oakland. Her efforts concentrate on community policing and job creation in renewable energy to address safety issues and enhance economic opportunities locally.
